Terry Chesser, ARM

CEO and Founder of National Risk Advisors

Mr. Chesser has formed and led many firms in the insurance, re-insurance, and captive industries as a reinsurer and intermediary. He has dedicated time to the reinsurance/insurance industry since 1973.

He understands the importance of sound financial and coverage advice and the favorable impact this can have for clients as a risk management/insurance major. Experience includes organizational management, ownership, and executive leadership experience, with more than 24 of those years as the chief executive or senior management level.

As a nationally acclaimed leader on healthcare reinsurance, his vision and voice are leading common sense, client-focused, market driven health advances that results in innovative, affordable, and quality risk solutions faced by many U.S. healthcare firms.

From having owned his own firm, he understands the operational, financial, medical, and management need to have accurate and timely advice to make the best management decisions and to operate any firm profitably and manage proactively.

As one of the nation’s most respected healthcare visionaries, he is widely recognized for the groundbreaking role he played in the formation of Reinsurance intermediaries, ACOs, Capitated Provider owned Captives, and Specialized RX Programs.  He has created many product/program “firsts” for unique and responsive financial risk solutions both regionally and nationally. Additionally, he has conducted and contributed to many think-tank strategy meetings for national health firms at the C-Suite level.

Experience extends to national and international firms, the genesis of Managed Care in 1984, creation of a National Managed Care Division for Alexander & Alexander (AON), captive and insurance roles at a Fortune 200 firm, largest MGU Reinsurer, experience at three (3) of the top five (5) national insurance brokers (private and public), and program placements at Lloyds of London. 

Consulting and financial reinsurance advice has been a cornerstone in serving over 4,000,000 lives and many of the top 10 managed care payors in the health industry. These insights and ideas have created value for firms in better managing their risk and forming strategies for greater success.

Previously, as a reinsurer and reinsurance intermediary, he owned and formed Rogers & Chesser, Inc., U.S. Advisors, Inc., and U.S. Contract Management Services to serve the employer and managed care health industries. His knowledge and experience have made him a much sought-after speaker around the country. His involvement, words, and advice on the topics of healthcare risk, health entrepreneurship, and leadership have resonated with many healthcare executives

Additionally, he has given numerous industry speeches, arranged coverage for national managed care associations, hosted Managed Care Conferences for clients, served on industry advisory boards and been involved in bringing unique and integrated solutions to Managed Care organizations nationally. Also, he has been on several panels of national industry webinars addressing Emerging Risk, Captives for Capitated Providers, Risk Funding, Transplant Networks, Gene/Cell Therapy, Capital Surplus, Capital Financing, etc.

Tommy Axford, FSA, MAAA

Director, Actuarial Services

Tommy serves as the Director of Actuarial Services for National Risk Advisors and consults on a broad range of clients – helping them understand and manage risk appropriately from payers and the initiatives by CMS.

Over the last 23 years he has worked as a consulting actuary managing complex provider contracts, reinsurance programs and value-based care initiatives. Tommy brings decades of experience in helping employers, health plans and providers evaluate risk, leveraging the most effective strategies for each unique situation. He works closely with many hospital systems and provider groups in the development and deployment of Accountable Care Organizations, Clinically Integrated Networks, Shared Savings contracts as well as other at-risk contracts across commercial, Medicare and Medicaid programs.

His career has also focused on health and welfare benefit plans – for both actives and retirees – helping clients develop appropriate short-term and long-term strategies to meet their objectives. He has extensive experience supporting many large, self-insured clients in the evaluation of their P&C reserves and loss projections. He has developed extensive experience supporting clients with basic reserve setting loss projections. Unique client advice includes consideration for reserve and loss allocations across business units and/or operating companies and the evaluation of setting self-insured retention levels to adequately mitigate risk while effectively managing overall program cost.

Mr. Axford is a Fellow of the Society of Actuaries, Member of the American Academy of Actuaries, and an Enrolled Actuary.
